Need Help With Your Utility Bills?

Housing Information Services (HIS), in partnership with the Unemployed Help Centre (UHC), will allocate funds as a grant to eligible low-income households in Windsor & Essex County who are financially unable to meet the basic human need of heat.

Financial assistance is paid directly to the utility provider in order to assist with energy arrears and prevent disconnection of utility services, or in order to reconnect utility services that have been disconnected.

How We Can Help

Applicants from Windsor and Essex County are advised to contact Housing Information Services or the Unemployed Help Centre to determine program eligibility for energy assistance.  If eligible, an appointment will be scheduled to meet with our staff in order to complete an application and submit it for approval.

Housing Information Services offers assistance with housing related issues in Windsor and Essex County to ensure housing is stabilized after the energy assistance is provided and will work with applicants in the prevention of future occurrences through awareness, advocacy, education and community resources.

Eligibility Criteria

• available to applicants living in Windsor and Essex County
• the utility bill must be in the applicant’s name and address
• the applicant must be in threat of disconnection or in arrears
• all low income households will be considered (refer to Income Eligibility Chart)
• may apply only once per calendar year per utility
